Irish Shepherd's Pie

Ingredients
2 lb Beef, ground, lean, (approximately 21% fat), raw Diet
1 cup Onions, raw 1 cup Carrots, raw 1 cup Celery, raw 1 1/2 cup Corn, sweet, yellow, raw 2 clove Garlic, raw 1/2 tsp Spices, nutmeg, ground 8 oz Soup, beef broth, canned, condensed, single brand 2 tbls Butter, without salt Diet
2 tbls Wheat flour, white, all-purpose, enriched, bleached 2 lb Potatoes, mashed, dehydrated, prepared from granules with milk, water and margarine added 2 tbls Butter, without salt Diet
1 dash Salt, table 1 dash Spices, pepper, black
Directions
1. Cook ground beef in a frying pan until brown.
2. Add onion, carrots, celery, garlic, salt, pepper, and nutmeg. Lower heat and cook for 10 minutes. Add beef broth and bring to a boil. Stir in the butter/flour roux to make a thick gravy. Pour the mixture into a baking pan and let cool.
3. Cover the meat mixture in the pan with the corn and then top with the mashed potatoes. Smooth potatoes evenly and brush the surface with butter. Bake at 32 5 F for 35 minutes. Season with additional salt and pepper.
